The centerpiece of the speech was the president's ambitious proposal to pour $2.7 trillion in hoped-for revenues over the next 15 years into a fund to pay Social Security benefits for future retirees.

Clinton's plan would invest about a quarter of the money in the stock market to try to increase its value — a first for Social Security. Investment decisions would be made by an independent board.

If you thought, as I did, that the January effect was due to excessive money flowing into the market, this news should be a shocker. Imagine 2.7 trillion/4/15yr = 45 billion per year of extra inflow into the markets. And then each govt. dollar will pull in some private dollars too, may be even international dollars....Watch the Dow go to 100 000.

This could create the greatest stock market boom in history (even greater than this one ;-)....and yet I shiver to imagine what will happen when the baby boomers actually start retiring.

O hell! I say put it all in...Let's go for the ride of the Millinium.
