Cycle stealing is an essential part of high speed latch based design. I don't think you will find a microprocessor design which doesn't do this. Timing analysis tools minimize the risk of such practices.

Logically, microprocessors are not very complicated. It is the practicalities of creating high performance designs which force designers to pull every trick possible out of the hat.
