He does tend to forget the national debt. Any annual "surplus" should go toward reducing that debt. I don't know what the ratio is this year but 1/3 of the federal budget used to go to servicing the interest. Pay that puppy off and the fed would get 33% more spendable capital without ever raising taxes one red cent.
