I don't think so. Soviet spending was mostly wasted on fake weapns (air craft carriers? Supersonic transports for the French to spook, etc.) Not a bomb was dropped or a bullet fired. Fake plywood weapons like their Krasnoyarsk Antenna would have done just as well and been much and cost only a fraction. Soviet was almost at good at shooting down civilian airliners as we were. But they were never a threat to the U.S. They worked badly against the Iraqis. Damage was badly exaggerated (especially the Patriots).
