OTOTOT Joe, You are exactly correct in distinguishing between promoting the general welfare and providing for it. Unfortunately, many bleeding hearts feel that it is the government's job to provide everything to all. Make no mistake about it, socialism is alive and well within the spirit of the Democratic party. The only thing the government is obligated to "provide" is defense. Ironically, this is about the only thing the Democrats would prefer not spend money on. Midnight basketball, alright! MX missiles and SDI to end the cold war, why bother? FF
