He might also check to see that he has the power switch connector connected to the right pins on the mobo, or see if they are perhaps reversed. Win 98 sends a shutdown command via that connector, and if it is not connected properly, the system will not shut itself down. Info on which connector it is should be in the mobo manual, in the same place where the HDD LED, SPEAKER, RESET, etc. pin connector instructions are. Should also be some markings on the mobo as well.
