Looks to me like APCO is in the process of forming a cup with handle. I like it to the upper 14s in the next few months. Followed by a pullback to the mid to upper 12s. Then the break of the cup top with a target of 25 in the next 9-12 months.

Now, if the market just lets everything go as planned I would be quite surprised.
