high-speed Internet access plans

The Baby Bells have been hemming
and hawing for months about their plans for
high-speed Internet access over phone lines.
Finally, SBC Communications Inc. and Bell
Atlantic last week announced that they will roll
out swift new services to millions of customers
over the next two years. But there's a catch:
Their plans anticipate a friendly ruling from
federal regulators, something they are not likely
to get.
