The stepped square wave matches the rms voltage of the UPS
to the RMS voltage of a sine wave. Since the power supply
rectifies ac to various dc voltages anyhow, it doesn't
matter to the internal parts (provided the ps can handle
the UPS input).

Some power supplies are sensitive to the ratio of rms
to peak voltages, or so I read; hence the stepped square
wave.

A by product of the square wave is that it contains a broad
frequence spectrum and so will see a different impedance
(and lower power factor) than an equivalent peak and
rms sine wave. This affects power capacity but doesn't
have any effect on the components.
