The fundamentals are as you say. However, even the CIA kept over- estimating the Soviet economy, and as long as the everyone thought they had the means to retain power, they would. Besides, nuclear arms make up for many deficits. In any case, "most people " (i.e., the liberal elite) thought that Reagan would strengthen the hand of Kremlin hard-liners, and cause Soviet foreign policy to become more bellicose. What do "most people" know?
