Yes, the CIA always overestimated the Soviet Union in general. When Reagan came in, the Reaganauts pushed through a big review that overestimated Soviet military strength even more. They needed some justification for the massive buildup, you know.

As for the "most people/liberal elite" business, you can just shove it. The main criticism I recall of the Reagan defense buildup is that the technical and manufacturing resources at least could have been more productively used elsewhere. The common comparison was to Japan, which looked invincible at the time. It's hard to judge money matters, but all the engineering expertise that went into the defense buildup is intellectual capital that was spent for no productive purpose. You brought up SDI, which is the biggest joke of all. The showpiece was the X-ray laser satellite thing. Aside from the Rube Goldberg aspects of blowing up a nuke in space and hoping all the lasers around it functioned properly in the microseconds before the whole contraption vaporized, the X-ray laser never worked. Never. The whole idea was based on bad data and poorly done experiments.
