Well, it's hard to claim that SDI had a chance of working if you don't define what it is. The last series of tests have had a 0% success rate, I understand. And that's after another 10-odd years of development since Reagan, and a phenomenal increase in computational power from microprocessors. Claiming it would ever have been a workable weapon system is highly speculative, to put it mildly.
