If XCTL will keep rolling down, the dicrepancy in INEL being valued at less than its equity in XCTL will evaporate. If INEL used its XCTL equity as a collateral to secure a credit (to stay in business despite its quarter-to-quarter loses from operations), the company may not spin those shares to shareholders and, in fact, may be forced into default. I'd be caution with this stock.
