Diana,
This is known as the pre-market work out and you are correct, they try to match the orders. The mm's get paid on volume so they will take the price up or down to bring about a trade.

PS, just checked the CSCO price and something is wrong here.
I entered an order this morning in a non-margin account that had no balance and the trade was filled, I closed the position a few minutes later for a nice gain. I was on the wrong account screen and didn't realize it. The order was for more than the account equity so go figure.
