I hope FCC is not being set up to be the bogeyman here. Or the local exchange carrier. I don't think there is a perceptible difference between 53Kbps and 56Kbps anyway, so I don't think the line power issue is that significant. There is a perceptible difference between 21.2 and 42.4 however. What are my chances, in your opinion, of doubling my average connection speed to 42.4Kbps? I live in the burbs of a major metropolitan area.
