Here's an example of a Cox support page for the Las Vegas area which uses Com21 modems:
lvcablemodem.com

If you go to cox.com and select your area, you might find some real debugging support, or a email support number, for your MOT modem.

Crawling the Cox and TCI space is pretty interesting ... I can see why they bought Excite.
