Dear ICAN,
The term "short" when used in ref to a MM is somewhat of a misnomer, in that their sole function is to maintain an orderly market (while making $ of course). Therefore, while they maintain that "market" sometimes they are "short" or without shares that they are selling regardless of whether it is on the bid or ask. At the end of month they reconcile their position or Book as it is called. During any given month it is in their best interest to handle an order from a "house" so that they will come to them again often, it is supply and demand if they can not serve the "house" ( your order or mine ) our folks will go to another MM.
