Shared slots.

To expand slightly on ZP's answer, they're shared exactly
because they use the same case slot physically (and
internally would interfere with each other physically
because the components of ISA cards and PCI cards are
on opposite sides of the board).

My first PCI mobo did not have integrated serial/parallel/IDE
controllers. There was a separate controller which plugged
into the shared PCI slot for IDE with a tiny daughter card
that plugged into the shared ISA slot for serial/parallel.
Essentially the daughter card had only a cable connecting
it to the PCI card, so it took almost no vertical space.
Pretty clever. Mobo was a dog, though<g>.
