Stealthy, the military can use Globalstar. They don't need to locate gateway close to operations. A gateway safely located 1000 km from operations might be better. They can simply defend a couple of nearby gateways as a special operation to maintain security. That should be easy enough.

For secure conversation they could use some decent encryption on special handsets.

Mobility is only a problem initially until sufficient gateways are built. If the military counts the beans properly, they would probably find it is cheaper to build 10 gateways for themselves around the world in the Globalstar system than go with the Iridium system. Then they would have all the mobility, security and cost savings a 10 Star General could possibly need.

They could lease gateway time out to commercial operators. Maybe end up with a self-funding military system like the PLA in China who make money from telecommunications.

From comments so far, I think the Globalstar voice quality is going to be better than Iridium as will the call drop rate, due to multipath and soft handoff advantages of CDMA. Globalstar will have less voice delay too by the look of it.
