Christian, thanks for the well informed posting. We did have 50 cabinets in Italy, but in many the same ministers stay and they return as prime ministers later. In our system, strongly biased towards the Legislative branch (Parliament) of the government, all decisions were made in the offices of the chiefs of the 5 parties making the coalition. So the system was quite stable, but we lacked a strong Executive branch like the US or countries with oly 2-3 parties (Germany England etc).
We will soon vote on a national referendum to change the election law and reduce the number of parties.
I agree on your take on Brazil. I hope that Cardoso will have the strength to make the Parliament do the right thing,
