Let's remember that an appraisal is an estimate...

...all depends on WHO is doing the ground work. I am now involved in a condemnation case that involves a state agency to acquire land through eminent domain. Without giving details on our case, appraisals on property can vary like night and day. I've seen a piece of property appraised at $100,000, case went to court and the land owner was awarded $1,700,000 (appraiser vs appraiser). Not always the case mind you, but I think you get my point. An appraisal vs open market sale is not always the same, ask any realtor.
