The judge is not forcing the Senate to hear testimony. Under the plea agreement, Monica is required to cooperate with the Special Prosecutor in any investigation, or the deal is revoked. The House Managers want to prep in the event that the senate does permit them to call witnesses. Starr has helped them to do so. That is only reasonable.
