I'd like to be the first respondent to your thread. I have opinions, dammit!!! Class of service based billing first then Usage based billing. Let's start counting packets. If/when usage based billing comes about, internet sites that waste bandwidth without generating incremental $$$ will be in trouble. Also.....much less spam if the spammers have to pay incrementally for each piece of junkmail that goes out. Humble opinions of course.
