When I speak of internet tariffs, I am not referring to taxes that would be paid directly by the consumer. I am referring to tariffed services such that you find today in normal telecommunications offerings.

When you pick up the phone, do you think about the pricing structure that applies to the call at that moment? The pricing changes based on the time of day and the day of the week. Most users will have a vague knowledge that rates are cheaper at night and weekends, but don't really know what their cost per minute is. And it won't matter if John Q. Public buys into it, the service providers want it. There is a common saying when describing service providers "if they can't bill for it, it doesn't matter how good a service is, they won't offer it".

Again, I agree that there will be some flat fee that is charged in the beginning, but in the long run the service providers want to charge based on usage.

The basic model for billing that I have seen is for a third party settlement company that would address the billing across the different service providers and across international lines. The solution is pretty amorphous at this point though.
