The problem with the internet is that it's going to..it has...fostered a pretty huge black market economy...you can find out who has the best prices and go directly to them..no middlemen, no sales tax, no whatever. And how are you going to collect a tariff on a direct-broadcast-satellite transmission? Pretty tough. I kinda think T and baby bells, utilities, or whomever owns the pipe, will have to increase fees to pay for the cost of infrastructure maintenance. And since they are still regulated by the FCC etc, THAT cost will come from you, the consumer, in income tax. If they need tax revenue they will get it one way or another. :-(
