No, it doesn't make sense. Basically they don't want you to use your account as a dedicated connection (some people do this). In other words, don't tell them what your doing, just do it. ;)

A second monitor wouldn't do anything to your connection speed or phone line. It's one computer w/ two monitors (you wouldn't need a second phone line). Kinda like doubling the size of your present monitor (think of it that way). That's *not* a network. Whomever gave you that info is an idiot and was probably reading off a script.

Bottom line - Yes. For setting up two monitors, you would need an extra monitor, a video card, and an OS that supports it (Win98). Then, you'd be doubling your viewing pleasure.
