Unlikely. We could have manufactured incidents to force us into the war. In fact, with the Japanese, that's almost exactly what we did in the events leading up to Pearl Harbor. My stepfather, in the USN since 1936, told me the fleet had standing orders to harass and intimidate "all Japanese war vessels". This more than 2 years before Pearl Harbor.
