It was tax evasion. Many people who hired nannies did so in a manner so as to avoid the income taxes. It wasn't very unique to that person. The controversy was indicative that Clinton was bringing in all kinds of people to work in the WH without the necessary security checks. And that he wasn't one to do his due diligence. Not long after, David Gergen was brought in.
