I don't think so. I don't know how Intel implement them but
it would most likely be something which can be retrieved
through some special instruction. The sending of this
ID to the peer is still handled by the upper level software.
So spoofing is still possible as the receiver side just has
no way to verify that the so called 'ID' is really sent from
a program running on that particular CPU. One still need
some form of public/private key to do this which is by
software.
