As a Canadian with good knowledge of the Canadian Scene, it is reasonable to say that Monsanto did not successfully manage the communications side of their message.. they often seemed to be on the defensive responding to negative articles. A recent book " Mad Cows and Mothers Milk" by two academics Powell and Leiss has documented the communications chain with the rBST potential introduction.
