Montello owns the rights to the property because they were the first at the trough, which is not surprising. Because if anyone knows what a trough looks like its the management of this company.

Because they have the rights, they "sold" a chunk of their ownership of the rights contingent on Kenncott spending $30 million or something over the next blah blah blah...

To answer your question, Kenncott is doing all the work and spending all the money. MEO is repricing rights and issuing more cheap stock. No wonder everyone's so sour over this stock. Even JP had put his pom-poms away.
