Voltage and current are two different things! Thats why a 18,000 btu air conditioner running on 120 volts uses more electricity (cost) than a 18,000 btu air conditioner running on 240 volts. just like I would much rather stick my tongue to a 240 volt line limited to 1/100 of an amp (just a tingle) than a 12 volt line with unlimted amperage! One would kill you the other not! Which one do you think would be the one that would kill you? You are correct that that they wont be increasing the line voltage, but amperage (current) is what does all the work! And thats what is proposed to be increased!
