Conflicting view, though admittedly likely a dated one: Globalstar is unlikely to be able to launch satellites aboard Globalstar is unlikely to be able to launch satellites aboard Soyuz rockets from Kazakhstan earlier than late Feb./early March as negotiations on U.S.-mandated Technology Safeguard Agreement involving U.S., Russia and Kazakhstan continue.
