The China Daily is widely quoted because it reflects official central government policy. Environmental Protection Minister Xie Zhenhua has said 1999 will be a pivotal year for China to fulfil its mission to protect the environment, China Daily said. Speaking at a national conference on Sunday, Mr Xie said the central Government would implement new measures this year to reverse worsening polluting trends and the deteriorating ecosystem. Measures would include the control of acid rain and a reduction in water pollutants. Other plans include a review of punishment for pollution producers and a drive against the use of polystyrene boxes. scmp.com In the past, I posted an official government message that it recognizes petroleum as a water pollutant in China.
