I now hear that Canada is not a MEP-style agreement. TAVA will assign personnel to the jobs, do the inventory and assessment stages, and bid the follow-on contracts where called for. The agreement is focused on getting the Govt. of Canada ready for Y2k, not on helping the private industries of Canada. Since TAVA has a new policy of only announcing events of a "higher level of materiality", I'm pausing to reflect a bit on this one. This puts the Govt. of Canada on par with where Bristol Myers was 18 months ago when TAVA signed its first big Y2K contract. In the last conference call, we heard that the hits on the database from the Bristol Myers contract were in the Sept. revenues - that was as an example of how long it takes to get through the cycle. Since TAVA had said that it was going to concentrate PR on post-Y2k developments, and since this appears to be an announcement about early stage Y2k work, I'd conclude that TAVA foresees assigning quite a bit of resources to this contract - a lot of billable hours. Otherwise, it wouldn't meet TAVA's "higher level of materiality" test. We've recently heard a lot of rosy scenarios about the preparedness of governments and businesses for Y2K. This scenario doesn't sound so rosy for Canada's govt.
