I believe that the underwriters/market makers deliberately tried to get the stock price up to make the offering and distribute it. The company got very good advice - they got or would get (per the S-3/A) $17.4375 a share for 7,800,000 shares plus 1,170,000 overallotment. Still don't know if the offering was effective - but the volume says it was.
