I believe it was called an EPROM not an EEPROM. Not being accessable to UV light, you could just write all 1s to it and never be able to clear it again (or is it all 0s?).

Assuming your explanation is correct, who would dare turn it off? Doing so might make you incompatible with future Window's revs, and make your $1500 investment worthless.
