obviously relays are required to effectuate the end result, and there must be sufficient fuel in the various planes so that the relay runners can be fed sufficient fuel so as to stay aloft AND refuel the circumnavigator plane AND also return to the carrier, again by receiving fuel enroute by other "wetnurses" aloft.

One thing you did not indicate was whether or not any planes may be sacrificed - that is, not landing on the carrier nor "landing" in the usual sense when it runs out of fuel. I presume that is not an allowed condition although not explicitly stated. It could conceivably change the answer if allowed.

I may not be good at providing answers but I do have a knack for raising questions!
