He has talked about the put/call ratio before as a measure of sentiment. He used it as an indicator at the bottom of the last correction. He had also talked about it previously, but not in as much detail.

I think it is a good indicator when used in conjunction with the bulls/bears ratio. But what do I know; I am not Bob Brinker. I will tell you that in my line of work my performance is measured by the number of times I actually put out for dollars as measured against the number of telephone calls of inquiry I receive.
