01/26/1999 - White House Wants $4B to Fight Global Warming
Washington, D.C. - The Clinton administration announced it intends to call for $4.05 billion in funding to fight global warming, which it calls a "grave threat" to the world's future, reports Reuters and the Associated Press. The amount - a $1 billion increase over the current fiscal year - will fund expanded research and other programs to cut emissions such as carbon dioxide that contribute to global warming. Funds will also be earmarked for tax credits and programs to encourage consumers and businesses to buy cleaner, energy-efficient vehicles, homes and appliances. A key element of the plan is to create a $200 million "Clean Air Partnership Fund" that could help generate millions of dollars of additional funding because it would require states or private groups to match the funding they receive. Much of the carbon dioxide pumped into the atmosphere comes from the burning of fossil fuels; roughly one-third of greenhouse gases stem from transportation sources.
