Historically it is wise to buy GOOD companies when their business is at the bottom. Is ISSI a good company? Oh, of course a rising tide may lift all boats for a bit. I don't even know whether ISSI is a good company or not, but their fuzzy disclosures of company business and solidly entrenched management that has squandered their once substantial cash position is not reassuring. If their fortune depends upon inflation and/or rising prices in essentially commodity chips, they may be good for a couple of points with rising inflation and shortages,(what things to hope for!) but they would hardly be a good investment.
