I don't know why you don't say which political figure in Virginia you are listening to.

Guliani and the Government of Virginia are in a pissing contest because the Mayor said Virginia should be grateful to receive the garbage since NYC provides so much culture for Virginia tourists.

Virginia dump sites are making money from NYC trash. They don't want to stop making the money, but concern grows that too many barges will fowl the waters. Since barging is the cheapest form of shipment, NYC wants to stick to barges and is spending millions with the trash companies (Check out Waste Management and prior posts) to build more shipping points for barged trash in sealed containers..

After all the posturing settles down and Fresh Kills is closed, there will be more trash than ever going to Virginia by barge. Trash goes north out of the Bronx by rail now.

You have a very good point that Queens/Brooklyn trash in sealed containers could go out by rail over NYCH from Sunset Park instead of by barge from Red Hook. But the economies of the situation dictate barging to Virginia for many years to come.
