"The city of Seattle has fined cable TV operator TCI more than $110,000 for failing to provide adequate customer service, and it may seek an additional $90,000 for the company's sluggishness in upgrading it system."

"The city will decide by Feb. 10 on other possible sanctions, including not granting the company a franchise agreement for the city..."
