Others may have more technical insight, but as Iridium found out, weather and technical problems (fuel leaks, rocket motor glitches, etc.) can delay launches, and with Globalstar's packed schedule of back-to-back launches, any serious delay on the order of a couple of weeks is going to put one launch into another launch's window. A launch failure is not pleasant to contemplate, either, given only 4 spares. I understand there are millions of lines of software code to be written for the gateways, and Iridium's experience is also pertinent here, as they quickly discovered it isn't easy to make all that work. But they did, and so will Globalstar; my point is that it would be remarkable if Globalstar made the schedule Bernard has laid out for it...
