Annonymity, 246810, has its virtues. ;-) Kidding aside, I didn't have a direct quote for this public forum, so I felt it would be best to avoid the use of his name or position in hopes that the informed reader would get the gist. Sorry for the annoyance, and thanks for the views regarding the probability of continued barging.

I believe interstate shipping is governed at the Federal level and that the State Government would have little say regarding the use of interstate waterways. However, I thought there just might be enough political pressure from constituents and environmentalists to prompt Virginia to refuse the shipments by barge, and force NY to choose an alternative method if they want to use VA for dumping.
