In the Internet stock market, this probably will not be bad news for share price. The bad news would be if the portal roll out doesn't suck up the extra capacity quickly.

No not bad news...if it's Yahoo...and Yahoo! had 30 Million unique visitors and CheckFree spent $4 Million for a rapid ramp. They are in essence spending 13 cents to expose themselves to each one of 30 Million users day after day, month after month.

Another Angle....they are spending 2 cents this quarter and next, 4 cents of current earnings for the fiscal year...FOR WHAT? A shot at getting 1 Million Subscribers.

Well with only 2.6 Million now would you spend 4 cents now to potentially add 1.0 Million to that base, a +40%? It's like every penny you spend on the internet portal, you can estimate a 10% client growth? It's worth the risk.
