Don't know if it's a "first come first serve" type of deal or?

I believe that it is. When you place an order to short the broker must find shares to borrow first. I guess I will have to get up earlier from now on!

Which brings me to a question- if everyone has order in to lets say short IMON at 8, and the total sum is 5k, while only 3k being bought, how would the orders be handled?

I'm not sure what you are saying. If I am guessing right, the answer is again first come / first serve (assuming the market maker has bid 3000 shares at $8 and is an uptick). At that point a lot of luck is involved also.
