How can they do that (not charge sales tax)? I thought the law was that if they had
operations in Ca and I order a book from B&N online, I have to pay tax. Dell got a lot of
initial customers this way (giving Ca and NY residents a chance to pay no tax) - of course
these were big ticket items.

It is in violation of the law. So is Amazon in a sense. The customer in each State is suppose to report their purchase and turn the sales tax over to their respective states.
