HARP, RUSSELL JOIN FRANKLIN AS DIRECTOR & CFO

Westlake Village, CA.> Franklin Telecom of Westlake Village, California announced
today that Thomas Russell (45), has accepted the position of Chief Financial Officer
and Director of FTC and FNet. Mr. Russell's degree in Business Administration and
Accounting is from California State University. A CPA, his SEC experience includes
working with initial public offerings. Prior to joining Franklin Telecom in 1988 as CFO, Mr.
Russell served as Vice-President and CFO of Plasmon Data Systems UK. He has also
been a partner in Sorenson, Russell & Company and Peat, Marwick, Mitchell. In 1990,
he established Russell Industries, where he served as President. Mr. Russell re-joins
Franklin as CFO on October 16, 1996.

Dr. Robert S. Harp (59), has accepted a Directorship of FTC and FNet. Dr. Harp holds
an undergraduate degree in Physics from MIT and a doctorate in Electrical Engineering
from Stanford University. Since 1976, when he founded Vector Graphic, Inc., Corona
Data Systems and CoreData Dr. Harp has been in the forefront of designing and
manufacturing high-tech electronic equipment and computers. He is currently Chairman
(and founder) of Quesant Instruments which manufactures Scanning Probe
Microscopes.

Frank Peters, Franklin's president & CEO, also confirmed that Mr. Russell has accepted
an appointment to FNet's board of directors. Peters said, "Tom brings a tremendous
background with his experience in IPO's. His first task will be to take FNet public. His
financial savvy and extensive background in IPO's will make an invaluable contribution to
FNet's success."

FNet, a subsidiary of Franklin Telecom, is a provider of a comprehensive range of
Internet services and applications to the business and professional communities. FNet's
alliance with Gridnet, a subsidiary of World Com allows FNet to market its services
nationwide.
