FRANKLIN INTERNET (FNET) RECEIVES LATEST

FIBER OPTIC TECHNOLOGY THANKS TO GTE

Westlake Village, CA.> Franklin Telecom announced today that GTE is nearing
completion of a project necessary to provide Franklin with fiber optic lines in order to
handle the mushrooming demand for network and Internet access. Trenching from the
spur to Franklin's headquarters is now complete. The fiber run and equipment phases
are proceeding simultaneously. September 1st is the target completion date.

The project has necessitated substantial disruption to two major thoroughfares
transversing the Westlake Village industrial area. Franklin's president and CEO Frank
Peters says, "Other companies in the area have been very understanding about the torn
up streets, the noise and commotion of all the backhoes and heavy equipment since a
number of them are FNet subscribers. They realize the current disruption will result in
an enhanced selection and quality of available services."

According to Operations Manager Michael Peters, "During the last six months, we have
been inundated with orders for high-end internet access. From the beginning, unlike
many ISP's we have focused on producing "Business Quality" service. We can't add
T-1 lines rapidly enough. GTE's fiber optic cable will initially jump us up to OC3 (Optical
Carrier) bandwidth level which will accommodate about 100 T1 spans of 24 channels
each. This cable is not only state-of-the-art: it is designed to accommodate technical
advances which are still on the drawing board at present. The actual cable is an OC 24
which could accommodate about 800 T1 circuits. "

Frank Peters continued, "We are very appreciative of GTE's timely response to the
needs of our burgeoning business. The significant sum they are spending on this project
shows their confidence in FNet's future. Franklin is looking forward to completion of the
installation so FNet can continue to meet the needs of our expanding business
customers."
